I have been to that site before, to check out the WI listings. While we do have more than a few cites/stations on the list, I see none within driving distance of me, here in Milwaukee. That may be because we still have to have our vehicles tested here for emissions?
Incidentally, I was wrong on the E15 in WI. What all stations sell here is E10.
Of course gas is not a major problem right now for my vintage rides, as the temps are hovering at 0, and we just had 20" of snow a few weeks ago!
